QR&O Chap 24 Related Orders: Nil Superceded Orders: BBSAI 200 dated November 2002 Applicable to: All Base Borden Units and Branches File Number: Nil Effective Date: December 2007 Responsible Agency: Canadian Forces Support Training Group Administration Officer (CFSTG Admin O) General 1. The purpose of this instruction is to outline the procedure to be followed when a request for spreading of ashes at CFB Borden is received. Eligibility 2. Eligibility criteria for spreading of ashes at CFB Borden: a. All former members of the Canadian Forces, both Regular and Reserve Force, including the Merchant Navy of Canada; b. Former members of Her Majestys Forces; c. Allied Active Service members who became residents of, and died while residing in Canada, and were honourably discharged; and d. A family member or friend of the service member. Allied Force members, or a member of their estate must provide documents demonstrating that the applicant was honourably released. Procedure 3. A request (application at Annex A to this instruction) for ashes to be spread at a CFB Borden site will be forwarded to the: Director Base Borden Military Museum Canadian Forces Base Borden 27 Ram Street P.O. Box 1000, Station Main Borden, Ontario, L0M 1C0 The Director will forward the request to the CFSTG Admin O, who will seek approval from the Comd CFSTG. Following approval from the Comd CFSTG, the CFSTG Admin O will advise the Director of the Museum and the Base Chaplain. 4. Upon notification, the Base Chaplain will contact the Responsible Agency (OPI) to determine whether a Civilian clergyman will be officiating and whether there is a requirement/desire to have a military Chaplain present. If so, the Comd CFSTG may authorize the participation of a military Chaplain. The Base Chaplain will determine: a. preferred service (i.e. Protestant/Roman Catholic/other); b. language preference (English/French); c. location of dispersal (see below); and d. any special arrangements that the OPI may consider. 5. Ashes will be spread with the utmost dignity and respect and, where possible, complying with the wishes of the deceased in a fitting military manner. The Comd CFSTG must approve any request that lies outside the standard procedures associated with the spreading of ashes. 6. Facilitating clergy will adhere to the following: a. at the time of scattering, all Clergy/Chaplains will use the Rites of Internment according to their own denomination, bearing in mind that when dispersed on the ground the remains must become immediately interdispersed into the ground elements making them indistinguishable from the surrounding environment; b. in a ground ceremony, the clergy must ensure that ashes are scattered as close to the ground as possible, taking into consideration weather and wind conditions minimizing the possibility of ashes becoming air borne; c. if weather/wind conditions are not favourable, the attending clergy will open a small hole in the ground (with the use of a ceremonial dowel) and pour the ashes into this site; d. if the ground is snow covered, the Chaplain will ensure a small opening to the bare ground is created for the spreading of ashes on the cleared patch of ground; and e. bending to the ground, Chaplains will release the ashes in a dignified manner. With the exception of air dispersal from an aircraft (when the Borden airfield site is selected) ashes are not to be thrown into the air. 7. The scattering of ashes will generally be restricted to members of military associations and current and former members of the Canadian Forces. Request from other sources (i.e. Royal Canadian Mounted Police (RCMP), other militaries, etc) will also be considered on their own merit. 8. If desired, members may arrange in advance for the scattering of ashes by prepaying the current charge of $210.00. For this purpose, indicate at paragraph 14 of the application that prepayment is enclosed". Monies received will be deposited in the Museums Friends Trust Account, along with an appropriate entry to identify the prepayment information for future reference. Additional information may be provided at the time scattering is requested. 9. The application form found at Annex A to this instruction is to be used for all requests. Annex A - APPLICATION TO SCATTER ASHES AT CANADIAN FORCES BASE BORDEN Eligibility Each eligible applicant can also designate a member of his/her immediate family or a friend to have his/her ashes spread at the same location. Completion of this application form If an applicant is unable to complete this application form, it may be completed and signed by an individual who has the legal power to do so, on the applicant's behalf. A note to this effect should be affixed to the form and the name of the signing individual clearly printed and legible. Verification of military history Eligibility of each applicant will be established in every case (through Directorate History and Heritage).
